			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>So what&#8217;s it going to be: SBY-Kalla, Megawati-Kalla, or?</p>
<p>As several articles  in The Jakarta Post observe, the game of making and breaking coalitions is on for this year&#8217;s elections. The legislative elections will be held on April 9. It will be the third democratic elections in the country since the fall of Suharto in 1998.</p>
<p>It is of course interesting to study the polls for the elections. Who will Indonesia vote for? What values and policy platforms will be strengthened and what weakened? It is also interesting to study how the parties seek to woo voters, and how they seek to get the most influence with the votes they have.</p>
<p>The most recent polls (reported <a title="here" href="http://www.thejakartapost.com/news/2009/03/12/the-rise-democratic-party-a-scarcity-political-plenty.html">here</a>) point to at least three things. One is that the three main nationalist parties &#8211; Golkar, PDI-P and Partai Demokrat &#8211; are expected to do well in the elections, securing at least half of all votes among them. Second, a survey seems to show that lots of voters identify with national party leaders rather than local candidates. As The Jakarta Post states:</p>
<blockquote><p>In the absence of an identifiable theme, voters need a common figure as a focal point for their choice. As the CSIS data shows, nearly one-third of those who opted for the Democratic Party did so not because of the program, but because of the figure behind the party – President Susilo Bambang Yudhoyono.</p>
<p>Similar numbers were also found from supporters of the PDI-P. The presence of chairwoman Megawati Soekarnoputri held twice the attraction of the party’s political platform.</p>
<p>Even though voters will have the choice to directly select legislative candidates, voting behavior is predominantly determined by the party’s national figure.</p></blockquote>
<p>It is not clear from the article what type of survey data the findings are based on.</p>
<p>The  third interesting point is that there are lots of undecideds. Apparently half of all respondents in the CSIS survey who expressed a preference for a party, said that they could change their minds.</p>
<p>An interesting thing is also the point in the article that &#8220;Partai Demokrat will be the PKS of 2009&#8243;. I have been on the team that has expected substantial success for PKS. I have based this on my own experiences in Bandung district and watching the effectiveness of the PKS campaign there. That along with the upward-going trend of electoral support for the party. In last year&#8217;s gubernatorial elections, PKS did very well indeed, and campaign-wise they seem to move toward the centre of Indonesian politics, while seeking to draw the centre towards them. As Patung over at IndonesiaMatters has noted in several fine posts, PKS&#8217;s campaign has made extensive use of nationalist symbols and figures.</p>
<p>It has seemed to me that PKS would have a lot going for it, and I am a bit surprised that PDI-P in the survey look to do so relatively well in the elections. It is my impression that Megawati&#8217;s popularity has been on the wane, so either I am underestimating her appeal and strength among the people, or some other elements of PDI-P, its platform and organisation, have an appeal with voters?</p>
<p>I also consider it a weakness of Golkar and PDI-P that they have been marred by internal conflicts. PKS in this respect, and PD because of the indisputability of SBY, come off with at least a more clear and understandable platform. (I know that having a clear message is not all &#8211; or at least it should not be all &#8211; that matters in politics. But my Danish experience suggests that a government can sit for quite long by focusing on clarity of  their platform, rather than on the principles underlying that platform.)</p>
<p>In any case, I would be very happy to hear other people&#8217;s views on what distinguishes the different parties. On what dimensions and issues do the parties stand out? What are the relative strengths and weaknesses of various parties? What are the likely constellations of parties, and what would these entail for policy on different issues, and in different regions? And so on and on.</p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>In 1962, political scientist William Riker published The Theory of Political Coalitions. The key idea in this book was that of the minimum winning coalition, for short MWC, which goes like this:</p>
<p>Politicians seek to maximise votes in order to maximise seats in parliament, in order to win the cabinet. The less parties you have to share with, the more seats you get in cabinet. A political coalition is a zero-sum game with (partially) rational actors. Each actor has full information about the weight of other players (coalition building takes place after votes are counted), and parties cannot share a ministerial position. What one actor has, the other loses.</p>
<p>Therefore, parties will seek to form a coalition that is as small as possible, while still winning. That may not be so odd, but Riker went further to say that parties do not give anything for policy, so they will  form whatever coalition they like, regardless of policy.</p>
<p>Now, you might say that this is plain silly. Because we know that parties have profiles, and some profiles just do not match. Would a far-right party gladly join a far-left party if the votes add up? Noo. Besides, if voters are expected to be rational, they would be quick to punish parties that do not keep their promises. You might go on to observe that Riker&#8217;s theory actually predicts only few cases. For Riker, though, this was not important. What is important was that his theorem gets you thinking about what <em>explains</em> varying constellations of coalitions, including size and durability.</p>
<p>Political scientists have long pondered his theorem, refining and deepening our understanding of the workings of different systems. They note that a coalition must not only be WINNING, it must also be VIABLE, which often means that members of a coalition must be relatively closely positioned, for instance on a &#8216;left-right&#8217;  policy dimension. They note that a,s a rule of thumb, ruling is costly in terms of votes; voters will usually punish the government in the next elections, hence it can be a good idea for a coalition at the outset to be larger than minimum. Further, there are differences between how influential the government is, as opposed to the opposition. For instance, in the Danish system, we had a minority government for several years taking the lead on fiscal and monetary policy while largely following the word of the opposition as regards foreign policy. All these points, and more like them, help to explain why only a small number of actual coalitions resemble the minimum winning coalition in Riker&#8217;s understanding.</p>
<p>Every now and then, however, political events present us with what seems at the outset a pure form of Riker&#8217;s minimum winning coalition. The most recent I have seen is <a href="http://www.thejakartapost.com/news/2008/12/10/megawati-hidayat-best-chance-election-survey.html">this</a> Jakarta Post article reporting that in the upcoming presidential elections, a coalition between PDI-P (People&#8217;s Democratic Party of Struggle) and PKS (Prosperous Justice Party) fares very well in a poll.</p>
<p>The poll says that Susilo, the incumbent president, is the most popular presidential candidate, but that with his current vice president, Jusuf Kalla, the team would only get 20 per cent. With Yogyakarta sultan Hamengkubuwono X, Susilo should get ten percentage points more, but still be behind the pair of Megawati of PDI-P and Hidayat Nuw Wahid of PKS.</p>
<p>As the Jakarta Post article states:</p>
<p>&#8220;Indonesian Science Institute (LIPI) researcher Alfan Alfian said the Puskaptis survey was suggesting an almost unthinkable coalition of the PDI-P and the PKS in the presidential election. &#8220;It is interesting because the two parties promote different ideologies,&#8221; he said.&#8221;</p>
<p>The response, so far, from PDI-P is:</p>
<p>&#8220;We will study the survey, including its methodology and respondents&#8230; We will open our minds to public aspirations, including opinion surveys. We want to know the public&#8217;s response if Megawati pairs with Hidayat, Akbar Tanjung, Sultan or Kalla.</p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>I have previously posted on some depressing <a href="http://dullfiles.wordpress.com/2008/05/14/conspiracy-update/">cases of religious intolerance</a>. Those cases do seem more prevalent than cases of tolerance. Therefore it is all the more heartening to read occassional examples of the latter.</p>
<p>In the latest issue of Inside Indonesia, Joanne McMillan accounts for <a href="http://insideindonesia.org/index.php?option=com_content&amp;task=view&amp;id=1145&amp;Itemid=47">one inspiring West Javanese example</a> of religious tolerance.</p>
<p>Notably, it is the story of a Kyai &#8211; Kyai Maman &#8211; who before 1998 found it obvious to side with violent groups against &#8216;unbelievers&#8217; and people of other faiths than his own. Only after seeing the dreadful incidents of violence &#8211; in connection with the Jakarta riots &#8211; did he move away from this position.</p>

<p>He now works at both grassroots and more recently political party levels to defend the consitution&#8217;s granting of religious freedom in the country.</p>
<p>It will be interesting to follow the work of Kyai Maman and others like him. How will their general view of Indonesia&#8217;s political problems and understanding of religion&#8217;s place, square with those of other parties? How will voters value this issue in relation to others? At an organisational level, it will be important to see whether there is room for anything like a &#8216;coalition of religious tolerance&#8217;. Will PKB be a lonely champion in this regard, and will it be a strong or weak such? How about PKS, a party that on other issues may have views that are quite close to PKB, and whose constituency is similar also? How about Golkar, who under Suharto favoured a somewhat less dogmatist Ministry of Religion.</p>

West Java deputy governor Dede Yusuf, on visiting a village in Sukabumi chose to sleep on the floor in the home a local resident, rather than stay in a hotel.</p>
<p>Viewed as a political strategy it seems highly effective. Former actor, martial arts champion, handsome <em>selebriti </em>now politician Dede Yusuf has glamour by the tonnes about him, yet elicits humility and respect for the common man. Great story; easily written (newspapers don&#8217;t need to send out a reporter), easily understood (&#8220;now that&#8217;s a guy you can trust&#8221;), and easily retold.</p>
<p>Therefore I think there are some important potential consequences of PKS and PAN pursuing this strategy.</p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>West Java is the most populous of Indonesia&#8217;s 33 provinces. On Sunday gubernatorial elections were held in the province with a somewhat surprising result. According to Indonesian Survey Institute polls, the ‘HADE pair’ Ahmad Heryawan and Dede Yusuf from the Prosperous Justice Party and National Mandate Party, respectively, have won almost 40 per cent of the vote. Incumbent governor Danny Setiawan from Golkar came second with his running mate, Agum Gumelar.</p>

<p>Generally the turn-out for the election was low, only some 35 per cent of the voters, so the party who could move their supporters all the way to the voting booth had a strong hand. Opinion polls prior to the elections had found a much stronger support for Golkar and PDI-P than the final result.<br />

The Prosperous Justice Party in particular has received a lot of attention since the 2004 parliamentary elections where they increased their votes from almost nothing (1.3 per cent) to seven per cent of the votes. In the presidential elections of 2004 they did not have a candidate themselves, but supported Amien Rais from the National Mandate Party. A main explanation for their success in 2004 lies in the shift towards a strong anti-corruption agenda and their strong mobilisation at the grass roots level.</p>
<p>In the Bandung area, where I have interviewed several members and a few executives of the Prosperous Justice Party, the party has undergone remarkable change over the past ten years. In the first period from 1999 to 2004, the party was viewed with suspicion by the other parties in the district legislature. The party had at that time only recently been formed, on an &#8216;Islamic&#8217; basis. The other parties were concerned about &#8216;Islam fanatik&#8217; which was the derogatory term for some religious groupings during the Suharto era. Since 2004 they have worked pragmatically and steadily gained a foothold in the legislature. They have worked together with Golkar and PDI-P and put their mark on pieces of important district regulation.</p>
<p>From my interviews it seemed clear that they balanced between an &#8216;establishment-critical&#8217; and a more pragmatic stance. They have been very successful at that. In the Bandung area they have mobilised through a range of religious institutions; prayer groups, youth organisations, sports associations.</p>
<p>As argued by Jun at <a title="SEMESTA" href="http://www.semestanet.com/2008/04/16/dede-yusuf-dan-fenomena-politik-baru-di-indonesia-ketika-unsur-ketenaran-dan-kaderisasi-menentukan/">SEMESTA</a>, the ‘HADE’ win can be explained by the mix between PKS’s strong mobilisation at the grass roots level and PAN’s celebrity mobilisation through the former TV and movie star, Dede Yusuf.</p>
<p>Ahmad Heryawan has for many years had a reputation as a public speaker on Islam, and in Islamic institutions. Through these activities, he has gained trust and dedication among voters.</p>
<p>Dede Yusuf has starred in a number of films dealing with issues of youth and adolescence. He became popular in a long-running TV show in the days of only one national channel, TVRI. In the 1990s he starred in some sinetron laga; action/fighting TV series, Hong Kong-style. He was well suited for such roles, previously winning the national Tae Kwon-do championships three times from the middle to the end of the 1980s. He has also been a quiz show host from 1992-1998 and acted in several commercials, one such for Bodrex, a top-selling analgesic drug in the country. He became active in politics with the advent of Reformasi, the reform era after Suharto, and won a seat in the national parliament in 2004. He has served on Parliament Commission VII on Energy and Gas. Interestingly the founder of PAN, Amien Rais has openly stated that Dede was not capable of governing West Java, but he still carried the support of the party’s present chairman, and won the candidacy.</p>
<p>It will be interesting to follow the performance of the new gubernatorial pair, Ahmad and Dede. Their respective party organisations should be very concerned to keep the pair in line and up to speed so that they can be a good example in the national elections next year.</p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>Two of the most popular Indonesian foods are the bean curd <i>tempe</i> and <i>tahu</i> (tofu). Unfortunately for Jakartans, these foods are off the menu for the next couple of days due to a strike and demonstration by <i>tempe</i> and <i>tahu</i> producers against the price rises for soy bean. As reported by<a href="http://www.thejakartapost.com/detailheadlines.asp?fileid=20080115.@01&amp;irec=0" title="The Jakarta Post"> The Jakarta Post</a>, the demonstration yesterday in Jakarta numbered some 10,000 producers who rallied at the State Palacedemanding the government lower soybean prices and discontinue the free trade policy that allows private companies to control prices. Apparently they are unable to raise their product prices corresponding to input prices.</p>
<p>As one of the coordinators of the demonstration, Asep Hidayat, explains in The Jakarta Post: &#8220;The State Logistics Agency should take over control of the soybean market again,&#8221; He said soybeans were imported from the U.S. and the price had been on the rise since January last year.&#8217;</p>
<p>JP also reports that some violence broke out among the frustrated demonstrators. A lot of consumers will probably also be frustrated &#8211; whether they sympathise with the demonstrators or not &#8211; when they don&#8217;t get their <i>tempe</i>.</p>

			<content:encoded><![CDATA[<div class='snap_preview'><br /><p>There has been a lot of talk in particular on blogs about the influence of blogs on the public sphere, people&#8217;s level of knowledge, and their political attitudes. Whatever the influence may be, an increasing amount of people construct, read and contribute to blogs.</p>
<p>According to an article in The Jakarta Post (Indonesia&#8217;s biggest English language daily newspaper) there are some 150,000 bloggers in Indonesia. About 500 hundred of these attended the first large meeting of bloggers, the Pesta Blogger (Blogger Party) held yesterday in Jakarta.</p>
<p>At the occasion, the Minister for Communications and Information, Muhammad Nuh spoke. He said, according to JP, that the gathering and blogging were both &#8216;revolutionary&#8217; and deserved support, and futher that</p>
<blockquote><p>&#8220;Blogs can be educational, empowering and enlightening. That&#8217;s why I can guarantee you curbing blogs will never happen in this country,&#8221;</p></blockquote>
<p>That is comforting, and a sign of the general opening up of the public sphere since the fall of Suharto.</p>
<p>At the venue, an important piece of advice was given by Budi, a former Tempo (Indonesia&#8217;s best weekly newspaper) jounalist, and now ful-time blogger:</p>
<blockquote><p>&#8220;No one will visit and revisit your blog no matter how cool your blog design is unless you have something substantial to offer&#8221;</p></blockquote>
<p>&#8230; Which is probably appropriate for this the first post on our blog.</p>
